The role and intention of WTO cannot be anything except removal of trade barriers and trade facilitation. None can doubt that role of WTO. The larger question that has to be answered pertains to the means and manner in which this task is achieved.[1] In the absence of an appropriate mechanism we will keep on witnessing the failures like “Doha Declaration”.[2] This task cannot be performed satisfactorily till the following components are a part of it: (a) Accountability, (b) Transparency, and (c) Impartiality. The accountability mandate can be taken care of by fixing liability of both WTO and Member Nations for the breach of various rules and regulations of WTO.
